Congress should end filibuster only in part
The term filibuster is widely misunderstood. According to the Congressional Research Service, “Today, the term is most often used to refer to senators holding the floor in extended debate. More generally, however, filibustering includes any tactics aimed at blocking a measure by preventing it from coming to a vote.”
I recommend that Democrats end the filibuster as a means of blocking the commencement, but retain it for blocking the conclusion, of Senate floor debate.
I recommend that the media trace back the history of the use of filibuster to censor debate.
