Redistricting, change to ordinance, some appointments on tap
The Vista City Council is scheduled to begin discussions on redistricting, consider a revised ordinance about outdoor entertainment, make appointments and take other actions on Tuesday.
Redistricting is conducted every 10 years and is based on data from the latest U.S. Census. Changes in district boundaries are meant to best reflect the characteristics of the neighborhoods they represent. The adjusted boundaries could mean some residents will be represented by a different council member.
Following the first redistricting hearing Tuesday, the council will hold at least two hearings after new maps are drafted, and at least one hearing must be on a Saturday, Sunday or after 6 p.m. on a weekday. A weekend workshop has been scheduled for 2 p.m. Jan. 15 at the Vista Academy of Visual and Performing Arts, 600 N. Santa Fe Ave.
Also on Tuesday, the council will consider adopting an amendment to its noise ordinance that will allow amplified entertainment outdoors and indoors with windows open. At their last meeting in November, council members heard from business owners who requested a change to the ordinance, which they said was outdated. Council members agreed and adopted a 60-day moratorium on enforcing the ordinance and asked staff members to return with a proposed amendment.
The proposed amendment would affect businesses in the historic downtown area and Paseo Santa Fe corridor. Amplified outdoor or semi-outdoor entertainment will be allowed 5 to 9 p.m. Monday through Thursday, 5 to 10 p.m. Friday, noon to 10 p.m. Saturday
and noon to 9 p.m. Sunday.
Council members also will make appointments to various boards including the North County Transit District, San Diego Association of Governments, Regional Solid Waste Association, North County Dispatch Joint Powers Agency and the Encina Wastewater Authority.
In an action intended to improve traffic flow and reduce congestion, the council also will consider establishing a no-parking zone on Santa Anita Drive between South Santa Fe Avenue and the northern terminus of Santa Anita Drive.
