Why not allow only actual carpoolers in the carpool lane?
the debate over who should get access to carpool lanes has been stewing for years. Many electric car owners and industry observers say the state needs to provide inducements if it’s going to get anywhere near its goal of getting 5 million zero-emission vehicles on the roads by 2030.
But other transit experts, including officials at the Metropolitan transportation Commission, argue that the state is prioritizing plug-in drivers over old-fashioned carpools, causing congestion in lanes that are supposed to glide.
