Do I have to buy a new car to receive a red sticker?

Not necessarily. Owners of cars granted a green or white decal in 2017 or 2018 are eligible to apply for a red decal. Starting in 2020, low-income motorists who purchase used electric vehicles may also apply for red stickers.
