Officer in second shooting

A Danville police officer who shot and critically injured a homeless man Thursday is the same one who in 2018 fatally shot an unarmed mentally ill man who was trying to drive away from police, according to details of the new shooting released Saturday by Contra Costa County officials.

Andrew Hall, who county officials said has been a police officer for 7½ years, was identified as the officer who shot Tyrell Wilson, 32, when responding to calls by several motorists who reported someone throwing rocks off the Sycamore Valley Road overpass onto Highway 680.

Officials said the officer found a man, now identified as Wilson, standing in the street near Sycamore Valley Road and Camino Ramon. When the officer “tried to talk to him, the subject pulled out a folding knife and then opened it,” police said.

Police said the officer ordered the man to drop the knife, but he “advanced toward the officer.” Hall shot Wilson once, police said.

Wilson was in critical condition at a hospital Saturday. Authoritie­s said he is homeless and had been staying around the Danville Sycamore Valley Park & Ride. Police released photos showing Wilson holding a brown paper bag in one hand and a knife in the other.

Hall has been placed on paid administra­tive leave, authoritie­s said. Attempts to reach his attorney Saturday night were unsuccessf­ul.

In 2018, Hall fatally shot Laudemer Arboleda, 33, an unarmed man who had led police on a winding chase throughout Danville.

Officers responded to a 911 call on the morning of Nov. 3 of a man lingering in a Danville neighborho­od. The officers eventually started following Arboleda in their patrol vehicles in a lowspeed, sevenminut­e pursuit. Hall joined the chase after finishing a traffic stop on the other side of town. He and other officers blocked Arboleda on Front Street near Diablo Road.

Video footage obtained by The Chronicle showed Hall opening fire just as Arboleda tried to drive between two police vehicles. Hall jumped out of a vehicle, ran behind it and fired 10 shots through the windshield and passengers­ide window of Arboleda’s car. Hall told investigat­ors that he feared Arboleda would run him over and kill him.

Arboleda, 33, had been experienci­ng issues with his mental health leading up to that November morning, his family later told The Chronicle.

John Burris, an attorney who represents

Arboleda’s family in a lawsuit against, told The Chronicle on Saturday that he has been contacted by Wilson’s family.

“We filed a lawsuit (in the Arboleda case), and now we have this one, and we’ll see if this is wrongful as well,” Burris said.

Officials with the Contra Costa County Sheriff ’s Office and the Contra Costa County District Attorney’s Office are investigat­ing the shooting.

Sheriff ’s Office records show Hall was the subject of an internal affairs investigat­ion in 2014, when he worked at the county jail in Martinez. An inmate said Hall had “brutally attacked” him.

According to interview transcript­s, the inmate said Hall rammed him facefirst into a door while he was handcuffed, punched him several times in the face and body, and attempted a “hip toss,” flipping the inmate over so that he landed on Hall and injured the officer’s knee. The inmate suffered a right orbital bone fracture and needed stitches in his lip.

Hall denied striking the inmate. He said he had performed a “leg sweep takedown” after the inmate jabbed Hall with his shoulder. The internal probe exonerated Hall, finding no evidence of unreasonab­le or excessive force.
