Jacqueline Ann Reed died on June 2, 2012 of pancreatic cancer. She had been battling the disease for more than a year. Jacqui was born on June 2, 1954 in Providence, Rhode Island, the eldest child of Charles Henry Reed and Ruby Murphy Reed. She was educated in the public schools of Providence, graduating from Classical High School in 1972. She graduated from Brown University in 1976, with a major in medieval and renaissanc­e literature. She received her law degree from Georgetown University in 1979. Drawn to public service, Jacqui served for several years in the Office of the Chief Counsel for Advocacy at the Small Business Administra­tion in Washington, D.C. For six years thereafter she served as advisor to one of the three commission­ers on the District of Columbia Public Service Commission. Jacqui moved to California in 1989 and became an Administra­tive Law Judge at the California Public Utilities Commission in 1991. She served in that capacity for 21 years, until ill health forced her retirement. For the last two years at the CPUC, she was honored to serve as Assistant Chief Administra­tive Law Judge. Jacqui was an expert in telecommun­ications law and policy but worked in a broad range of areas, including fire safety, rail safety, energy, and transporta­tion. Jacqui was an active member of Congregati­on Emanu-El in San Francisco. She celebrated her adult bat mitzvah there several years ago, and was honored to chant from the Torah during the High Holy Days this past year. Jacqui was a person of kind heart, keen intellect, quiet dispositio­n, and wide interests. She was add if dhd devoted wife and mother and a loyal friend. Her smile could brighten any room. Her tranquil presence could calm any storm. Jacqui is survived by her husband, Paul Zarefsky; son, Jacob Reed Zarefsky; sister, Estelle Patterson; brother, Brian Reed; nephews, Brendon Reed, Jackie Patterson III, and Maxwell Patterson; and cousins, grand-nieces, and other relatives too numerous to name. On her husband's side, Jacqui is survived by Miriam Zarefsky, David and Nikki Zarefsky, Ralph Zarefsky and Nina Lieberman, and numerous nephews and cousins. Jacqui was predecease­d by her parents, her brother, Richard Reed, and her sister-inlaw, Carole Meyers. The funeral for Jacqui will be held at Congregati­on Emanu-El, 2 Lake Street, San Francisco, at 1:00 p.m. on Thursday, June 7, 2012, to be followed by a graveside service at Home of Peace Cemetery, 1299 El Camino Real, Colma.
