Miami homeless:
A federal judge has abolished a consent decree that prevented police in Miami from arresting homeless people for loitering, sleeping on sidewalks, or urinating in public. U.S. District Judge Federico Moreno on Friday dissolved the Pottinger Agreement, which established protections for Miami’s homeless from police harassment. Moreno decided court oversight was no longer necessary because of shelters and social services now available to the homeless. The pact was the result of a lawsuit brought by homeless people in the early 1990s. Attorneys for the American Civil Liberties Union opposed the city’s motion to dissolve the decree.
