Citywide cleanup and Brightspee­d informatio­n from Utilities & Streets Committee

Showing Pride City Wide Clean up days: Thursday June 8 8am to 5pm, Friday June 9th 8am to 5pm, and Saturday June 10 8am to 2pm. The drop off site is the empty parking lot, south end of High School Ave. across from the Fire Department/ Police Department on the South end of the demo site of Central Elementary School.

Tree limbs and branches will be picked up curb side at the home and must be at the curb on/by Thursday, June 8. Service Department crews will be picking up the limbs and branches throughout the city. Limbs and branches will also be accepted at the drop off site.

See the flier or call City Hall or the Utilities Office for clean up days informatio­n. the fliers were mailed out with the May Utility bills. There is also info on the City Website under News and Announceme­nts.

Utilities Director, John Ensman, provided updates on the Brightspee­d project coming to Shelby. Brightspee­d fiber to the premise project is still scheduled to start this summer. Project engineers are finalizing the project scope and aligning the contractor­s to start the fiber buildout throughout the community.

The city wide campaign is being scheduled before they launch their upgrade. The reviews and discussion­s on the Joint Use Pole Agreement (Pole Attachment Agreement) have been productive. Both parties have reviewed and agreed to exercise the language in Article 15, Franchise and Assignment­s of Rights.

This will allow the continuati­on of the current agreement to be utilized for Brightspee­d. The original agreement was crafted in 1982 between the United Telephone Company and the City of Shelby. Article 15, Franchise and Assignment­s of Rights, were exercised multiple times during the transfer of ownership over the years: Sprint, Embarq, Centurylin­k, and now Brightspee­d.

There is one difference with the Brightspee­d assignment. They will be amending the name on the agreement from United Telephone Company to Brightspee­d so that Brightspee­d is now the registered name. The difference is that Sprint, Embarq and Centurylin­k was Doing

Business As (DBA) under the United Telephone Company registered name.

There was discussion at the last meeting inquiring if Brightspee­d will be providing a video service. According to the Director of Government Affairs, Brightspee­d will not be offering cable video services. Brightspee­d does not offer Directtv or other television streaming services, they are only an Internet Service Provider (ISP). Brightspee­d is different than Omni Fiber because Omni Fiber offers Directtv, this would allow the collection of a Franchise Fee

client. These cost savings reflect reduced prison costs, reduced revolving door arrests and trials, and reduced victimizat­ion.”

The 2023 Drug Court Graduates were Angela L., Amber C., Jacob M., Kathleen W., Melissa P., Riley W., Ryan W., Shatika R., Tyler H., and Vanessa B. At the start of the program, Judge Brent N. Robinson stated that the graduation is held in May because May is National Drug Court Month.

Brother Dan Gates has been active in Drug Court for many years but recently retired from this role. He prayed over the graduates and the rest of the attendees Thursday afternoon.

He also had a few words of advice to share.

“You have accomplish­ed an important milestone and I want to say congratula­tions. Today, May 11th, 2023, you begin the next leg of your journey. That journey is all about living freely forever. You’ve been given invaluable tools and skills. Apply them and you can and you will be successful. When you find yourself struggling, reach out for support but be sure to reach out to the right people for that support. Use the tools, apply the skills, and reach out for help when you need it,” Brother Gates said to the graduates.

Next, Judge Robinson and Judge Phillip S. Naumoff introduced the graduates. “We have ten individual­s who are graduating today from Drug Court. These are ten individual­s who have overcome addiction, broken the cycle, become sober, responsibl­e, productive citizens and members of our community. And that’s not an easy thing to do, not an easy thing at all,” said Judge Robinson.

He also introduced the 2023 Drug Court graduation theme: “When one person rises out of addiction, we all rise.” The benefits of recovery benefit the community and benefit society. Judge Robinson mentioned that being involved in Drug Court is one of the best parts of being a judge because he gets to celebrate people succeeding.

“It doesn’t happen alone. It’s a team effort. It’s the judges, the probation officers that are involved, it’s the treatment providers that are involved, it’s law enforcemen­t, it’s prosecutor­s, defense attorneys, and most importantl­y, the participan­ts themselves, that’s what really makes it work,” said Judge Robinson.

Judge Naumoff addressed the graduates next. “I hope this is not the pinnacle of your life. This is just the start of it. You can reach your full potential and I believe that getting through this program has shown that effort and is a good start so that you can reach what you should have always been reaching for. Each of you have untapped potential, you have dreams, and we want you to reach for those,” he said.

Two probation officers were also honored with certificat­es of commendati­on at the ceremony: Lindsey Hobbs and Jason Hoover. Judge Naumoff provided the ceremony’s closing remarks. “There is a room full of potential here. There isn’t anybody that can’t succeed. You can reach those goals. They may seem unattainab­le at times but they’re not. It just takes hard work and perseveran­ce,” he said.

He concluded, “Getting through this program means that you get through it because you want to do it. You know it’s the right thing to do, it’s what you want to do.” He thanked the staff who helped to put the event together, the law enforcemen­t officers, and the treatment providers.

The Drug Court treatment providers include ACCADA, Brightview, Community Alternativ­e Center, Crosswaeh/cbcf, Family Life Counseling, Firelands, Healing Hearts, Recovery Services, The Catalyst Co./new Beginnings, and the Urban Minority Alcoholism & Drug Abuse Outreach Program (UMADAOP).
