2023 Year in Review
Finance Department
The General Fund for the City of Shelby ended the 2023 year with an anticipated decrease from the beginning of the year. The year-end cash balance was $1,901,081 with encumbrances of $98,573 resulting in a projected fund balance of $1,802,507. The General Fund encompasses the Shelby Municipal Court, Safety Forces (police and fire), Finance, Law, Mayor, Council,

and Project Coordinator.
Other than funds received from income taxes, most of the City’s revenue sources were greater in 2023 for the General Fund than 2022. Yearly expenses outpaced revenues by $445,155. The General Fund saw a reduction in income tax revenue, presumably due to Covid subsidies causing abnormal business revenue in 2022. The added costs due to the City beginning EMS services as well as the City contribution to the Blackfork Commons project also played into the reduction in the General Fund during 2023. As that construction project is now finished and the taxpayers voted for an increase income tax to help cover the costs of our EMS services, we are projecting our revenue and expenditures to even out in 2024.
When examining the entire budget from 2022 to 2023, expenditures were slightly higher for wages and hospitalization, but were reduced in many other areas. The Blackfork Commons project resulted in expenditures exceeding revenues across several funds due to funding being received in 2022 for expenditures in 2023. The expenditures outpaced revenues by $1,552,605 for all funds.
Within the Utility Department, Water Treatment had a deficit of $64,576 and the Waste Water department had an increase of $112,498. The Electric division had a deficit of $380,865. These deficits are caused by inflationary factors in almost all expenditures. The department has worked very hard to keep costs down and use the fund balance to try and absorb the financial stress without increasing rates. The situation is being reevaluated currently to determine needed revenues and/or expenditure reductions for the 2024 year.
Total income tax receipts were $5,024,225 which is a decrease of 16.37% from the previous year. This decrease is due to Covid subsidies ending for corporate taxpayers, but is partially offset by inflationary factors in wages. This money is distributed to the General, Capital Improvement, Street, Sidewalk, and the Justice Center Funds.

TOLEDO — President Joe Biden could be left off the ballot in Ohio this fall unless the state's Republicandominated legislature creates an exception to the ballot deadline or the Democratic Party moves up its convention, according to the office that oversees the state's elections.
Ohio's deadline to certify presidential candidates for the general election is Aug. 7, nearly two weeks before the Democratic National Convention, at which Biden is expected to be nominated to run against Republican challenger Donald Trump.
Ohio law requires that presidential candidates be certified 90 days before the general election, which is on Nov. 5 this year, said a letter written last week by Paul Disantis, chief legal counsel for Republican Secretary of State Frank Larose.
"Please contact me as soon as possible with any information that can assure this office of timely compliance with Ohio law," the letter said.
The Biden campaign said Monday that it does not expect the snag to keep the president off the ballot.
"We're monitoring the situation in Ohio, and we're confident that Joe Biden will be on the ballot in all 50 states," the campaign said in a statement.
A similar situation came up before the 2020 presidential election. In that case, both the Republican and Democratic conventions were scheduled outside the deadline window so Ohio lawmakers approved changing the cutoff to 60 days — but only for that election.
The letter sent to Ohio Democratic Party Chair Liz Walters said that the legislature would need to act by May 9 to create an exception to the 90-day deadline or that Democrats would need to move up their convention, which would seem unlikely.
Messages seeking comment were left with Walters and the state party on Monday.
Trump won Ohio in 2016 on his way to the White House and won it again in 2020, when he lost to Biden, becoming the first losing presidential candidate Ohio had supported since it sided with Richard Nixon over John F. Kennedy in 1960.
