Liza E. Smoker has joined the John J. Brunetti Human Trafficking Academy at St. Thomas University School of Law's LL.M./ J.S.D. Program in Intercultural Human Rights as its managing director. Previously, Smoker was a partner at the law firm of Rogers, Morris & Ziegler.

Dave Smith has joined the Fort Lauderdale-based agribusiness focused on producing full spectrum natural hemp products, SanSal Wellness Holdings Inc., in the newly created position of chief operating officer. Smith has held various executive management positions including most recently as president of Inter-Continental Cigar Corp., distributor of Al Capone Cigarillos, from 2011–2018. Before that he was president of JDS Consumer Solutions, chief operating officer of Pantheon Chemical, and senior vice president and then COO of FB Foods Inc.
Miami City Ballet announced the appointment of Meghan Bulfin Monteiro as its Development and Outreach Manager in Palm Beach County. She comes from New York City, where she was most recently the individual philanthropy manager for Rainforest Alliance since 2016.

Liberty SBF announced that commercial real estate professional Bobby Cooper has joined the company, to originate loans in Florida. Cooper previously worked at Synovus Bank as a Commercial Lender in Orlando. Prior to that, he was a business relationship manager at Chase Bank. Cooper started his banking career as a senior lending officer at SunTrust Bank.
Teresa C. Urquhart returns to Palm Beach Gardens Medical Center as the hospital’s chief executive officer. She will be responsible for overseeing all strategic, operational and clinical activities at the hospital.
Palm Beach County Medical Society installed Dr. Marc Hirsh, of The Hirsh Center in Delray Beach, as president at the Kravis Center’s Cohen Pavilion. Hirsh will serve during a significant year for the organization, its 100-year centennial. Gov. Rick Scott has appointed Marie Waugh to the North Broward Hospital District Board of Commissioners for a term ending June 29, 2021. Waugh is the chief human resources officer for APTIM.
Health Foundation of South Florida, dedicated to improving health in Broward, Miami-Dade and Monroe Counties, has named Natalie K. Castellanos as director, policy and public affairs. Prior to joining Health Foundation of South Florida, Castellanos was with Florida International University’s Castellanos Green Family Foundation Neighborhood Health Education Learning Program, where she had a Urquhart dual appointment as an assistant professor at the medical school and as a clinical instructor and supervising attorney at the law school.
Delray Medical Center named Stephen Garner as its chief operating officer beginning in 2019, and he will also be the Group COO for Tenet Health’s Palm Beach hospitals. Garner previously worked for sister hospital Abrazo Arrowhead Hospital, in Arizona, where he was the COO for the last Garner
Cleveland Clinic has announced a new regional leadership structure in Florida, anticipated to begin in January 2019. This new leadership team will provide oversight for its current Florida hospital in Weston and its facilities including Coral Springs Family Health Center, Palm Beach Gardens, Parkland, West Palm Beach, and Wellington and pending regulatory review and approval, Martin Health System and Indian River Medical Center. Under this new structure, the current CEO and President of Cleveland Clinic Florida, Dr. Wael Barsoum will be the CEO and president of the Cleveland Clinic Florida region. As a part of this new Cleveland Clinic Florida structure, the following positions have been developed: Joseph Iannotti, M.D., Ph.D., chair of Cleveland Clinic’s Orthopaedic and Rheumatologic Institute for nearly two decades, has been named chief of staff for the Cleveland Clinic region in Florida. Rodolfo J. Blandon, M.D., who has been chief of staff in Weston, will become president of Cleveland Clinic Florida in Weston. Gregory Rosencrance, M.D., currently chairman of the Cleveland Clinic’s Medicine Institute, will return to Florida as president of Indian River Medical Center upon the completion of the regulatory review process. Robert L. Lord, Jr. will continue in his role as president of Martin Health System.
