Indian Head man arrested for hitting pedestrian with car, fleeing scene

A 28-year-old Indian Head man was charged with assault and reckless driving after he allegedly hit a man with his vehicle and fled the scene, while he was intoxicate­d.

Jay Kevin Hayes was charged with first- and second-degree assault, negligent driving, reckless driving, failure to remain at the scene of an accident and other related charges.

On June 16, around 9 p.m., deputies with the Charles County Sheriff’s Office responded to the area of Davis Drive and Alton Court in Indian Head for the report of a subject who was hit by a vehicle. The caller reported that the driver was possibly intoxicate­d and fled the scene after striking the victim.

Upon arrival, officers reported that they saw a male lying in the middle of the road on Alton Court and Davis Drive. There were several witness on the scene. One witness told police that they saw Hayes speeding down Davis Drive, where multiple children were playing in yards, according to charging documents.

The witness said she yelled at Hayes to slow down and they got into an argument. Afterward, Hayes allegedly accelerate­d his vehicle and hit the victim, a neighbor of the witness, who was walking across the street.

The witness told police that the victim flipped over the car and landed on the ground after being hit by Hayes’ vehicle. She said that Hayes continued to drive, fleeing the area. Another witness’ story complied with the first witness. The victim suffered from injuries to his left arm and leg, according to charging documents.

Officers were able to located Hayes at his home, where they observed him drinking beer on the couch, with bloodshot eyes and slurred speech. Officers reported that Hayes was so intoxicate­d that he could not understand the officer’s questions, according to charging documents.

Hayes was placed under arrest and transporte­d to the Charles County Detention Center, where his bond was set at $1,000.
