“This would never fly in the pri­vate sec­tor. Fin­ish the au­dit in a timely way. This depart­ment has a small bud­get and the city’s in­ter­nal au­di­tor ought to be able to com­plete it quickly. Maybe we need a new in­ter­nal au­dit­ing depart­ment. Get some­one from the pri­vate sec­tor who can im­ple­ment a sys­tem of ac­count­able pur­chas­ing. Ev­ery large cor­po­ra­tion in the world has a sys­tem where when peo­ple make pur­chases, some­one has to ul­ti­mately ap­prove them, not ‘here is a credit card, just use it as you see fit.’ And to blame the hir­ing process is also ridicu­lous. A DWI would not have dis­qual­i­fied him from a po­si­tion of fi­nan­cial trust.”
