“The proposed location of this apartment building is opposite the grade crossing at Largo Drive, which emits a loud signal every single time a train passes, while the train blasts a grade crossing horn. The train runs from about 5:30 a.m. to about 12:30-1 a.m. weekdays. Sound proofing is very expensive to retrofit — is Mr. Pavia prepared to keep his building viable by soundproof­ing it? A tenant in one of the buildings right across the street (by the tracks) says that when the train goes by, it’s as if the train is about to run right through the building. So what is the noise and vibration like on the west side of the street? Nobody who plans to work from home will want to be near that. Nobody who plans to go to sleep early.”
