Texas side renews youth curfew policy; honors several officers
The Texarkana, Texas, City Council renewed the city’s youth curfew during its meeting Monday, voting to continue to restrict when children can be out in public.
It was the eighth renewal of the curfew first enacted in 1993. State law requires cities to review and renew their youth curfew ordinances every three years.
It is illegal for anyone younger than 17 to be in public on the Texas side without a parent— or without an adult 21 or older designated by a parent—from 11 p.m. Sunday through Thursday until 6 a.m. the next morning; 12:01 a.m. until 6 a.m. Saturday or Sunday; or 9 a.m. to 2:30 p.m. Monday through Friday when school is in session.
There are some exceptions, including employment and attending church or school activities. Curfew violations are misdemeanors punishable by a fine up to $500.
Texarkana, Texas, Police Department and LifeNet emergency rescue service honored seven police officers during the meeting.
Officers Cody Harris and Cory Motley received the TTPD Life Saving Award for providing first aid to a 14-year-old victim of a gunshot wound. Officer Cliff Harris also received a Life Saving Award for administering first aid to a 1-year-old whose airway was blocked. Officer Jordan Starkey received the award for rescuing a small child being attacked by a dog.
Sgt. Jeremy Courtney received the Police Commendation for his response to a bank robbery suspect who fired a handgun at his patrol vehicle. Officer Alan Bailey received the Meritorious Conduct Award for confronting and restraining a robbery suspect armed with a stolen handgun.
LifeNet gave Officer Mitchell Page and Motley its Lifesaver Award for administering first aid to a stabbing victim.
“Let me be a representative of administration and tell you how proud we are to work with these fine men here. Our department and community are blessed to have outstanding men and women that protect and serve our citizens,” TTPD Chief Dan Shiner said.
The council voted unanimously to approve a contract with Heffner Roofing worth more than $115,000 to replace the roofs of the Summerhill, Richmond Road and Kenwood fire stations.
The council conducted public hearings on and then voted in favor of three other matters: adopting the city’s investment policy; approving Bowie Central Appraisal District’s 2017 tax roll; and nominating Ward 6 Council Member Josh Davis to continue serving as a director on the appraisal district board for a two-year term beginning Jan. 1.
The council’s next meeting is scheduled for Nov. 27.
