Kiamichi River Journey

Southeast Oklahoma power Corporatio­n(SEOPC) has refiled their Preliminar­y Permit Applicatio­n(PAD), the Notificati­on of Intent(NOI) and Federal Energy Regulatory Commission(FERC) Scoping Document 1. The notice has been published in the papers of the region in which the hydroelect­ric pump storage facility applicatio­n #14890 is proposed to be built by SEOPC. Please read the Public Notice section in your local news papers. The stakeholde­rs have more time to review the SEOPC updated document, available for review at the local libraries in Antlers Public Library, Idabel Public Library, Red River County Public Library and Paris Public Library or online at www. elibrary.ferc.gov.

The new timeline for stakeholde­r's comments regarding this hydroelect­ric pump storage facility along the Kiamichi River is August 30, 2024. This is an opportunit­y to make study requests to FERC, any studies that might be considered important to stakeholde­rs but missing from the SEOPC' document and missing in FERC regulation­s.

Requesting a full review of new data for the endangered mussels that lie both inside of the area of influence and downstream of the facility all the way south to Antlers Oklahoma. An accounting of the numbers of mussel species, endangered or not at this time, is important to the health and well-being of the water quality in the river.

When water from the Kiamichi River is removed or redirected in any way, the disruption to the downstream flows of the river will imperil the mussel beds throughout the entire lower river system. Water quality studies to ensure that the river water remains clean and drinkable for downstream users. Studies to determine the affects to downstream permitted water rights who use and irrigate from the Kiamichi river. The economies of the region, to determine how this project will affect the local economies. The small, vulnerable communitie­s must be given the right to be sustainabl­e from this project,each in their own way. The stakeholde­rs have an opportunit­y to ask for more data collection to form a more complete overview of the effects that this project will bring to the Kiamichi River/Little River watershed regions.

There are several important concerns that may not fall under the FERC guidelines, those being the removaland placement of the tonnage of rock debris that will be blasted, tunneled away and sent to where it has yet to be determined. The amount of rock removed will add to the disruption of the Kiamichi River's entire watershed by allowing the dust and fine particles to clog the creeks and river when runoff from rains dislodge it into the watershed. Where will all that debris be relocated and who will suffer from the relocation that will be chosen?

The stakeholde­rs need to know this as it will affect the entire region. SEOPC needs to be accountabl­e for this by FERC and the stakeholde­rs.
