» Expand active game-day rosters from 46 to 49 on games played other than Sunday or Monday, excluding opening weekend.

Teams that play two games in five days would benefit from fresh legs.

» Raise practice-squad limits from eight to 10 players.

This would cost money, and owners hate spending money.

» Permit trades prior to the start of the league year.

Makes some sense. It would allow a team to trade a player rather than cut him and allow the player to earn money under the present contract. Of course, it would also prevent players from hitting the open market and selecting their next employer.

» Eliminate the roster cut to 75, so there would be just one cut, to 53.

The current system (two cuts) works, so why change it?

» Allow any player on injured reserve, not just one player, to return to the active roster after six weeks.

The league has tightly controlled the injured-reserve process, partly to prevent teams from stashing players there with bogus injuries. It would be a surprise if owners relaxed the rule.

Resolved?

The one resolution was submitted by Indianapol­is. If adopted, it would allow a team with a retractabl­e-roof stadium to open the roof at halftime.

This one is being billed as a boost for fan comfort. Say, for instance, clouds part and temperatur­es rise after game time. No need for a roof.

And no, the proposal would not allow a team to build a big lead, then open the roof at halftime to allow snow or rain to thwart a possible comeback.
