The majority of funding requests on the ballot from school districts across Maricopa County were on track to pass as results rolled in Tuesday night.

Exceptions include requests from the Dysart and Peoria school districts, two major districts in metro Phoenix. Those measures appeared to fail.

Results in the all-mail election are not yet final.

Some schools need security upgrades. Other district leaders say they need funds to build new schools. Some are asking for taxpayer money to keep teacher salaries competitive.

Peoria, one of the largest school districts in Arizona with more than 36,000 students, could lose $26 million annually if the district’s override request ultimately fails. The override appeared on track to fail on Tuesday evening.

The district would have to slash its budget, possibly decreasing all staff salaries and increasing class sizes, according to its website.

In Surprise, Dysart Unified’s requests for bond money and a budget override appeared to be failing. Political action committees for and against the measures waged campaigns, mounting yard signs and reaching out to residents online.

The district will need to make cuts if the override fails, Superintendent Quinn Kellis said in October. When a similar request failed in 2014, the district eliminated 100 teaching positions and class sizes increased.

Beyond school districts, two Valley cities had measures on the ballot. Early returns show Glendale voters rejecting a proposal to increase elected officials’ salaries, while Scottsdale voters were approving $319 million in city bond requests.

This election was conducted entirely through mail-in ballot.

School bonds and overrides on the ballot in Maricopa County

School districts sought bonds and overrides. Both rely on property taxes.

Public school districts can issue voter-authorized bonds to pay for longerterm projects, such as building new schools, renovating existing ones or investing in technology and transportation infrastructure.

There are two types of overrides. The most common is for maintenance and operational expenses such as teacher salaries and student programs. Some sought district additional assistance overrides, which supplement capital funding and typically go toward technology, books and other equipment.

City requests

Scottsdale and Glendale both had measures on the ballot.

Scottsdale residents at Dierks Bentley Whiskey Row cheered Tuesday night as early election results show all three of the city’s bond requests passing by a wide margin.

The city made $319 million in bond requests to fund 58 potential construction projects throughout the city, ranging from road improvements to public space upgrades.

In Glendale, elected officials will not get pay raises if early results hold.

Initial returns show Glendale voters soundly rejecting a proposal to boost the mayor’s salary by 42%, from $48,000 to $68,490, and increase council members’ salaries by 55%, from $34,000 to $52,685.

Glendale voters were passing a request to adjust the city’s primary election date to the first Tuesday in August beginning in 2020, to conform to a recent change in the state’s primary election date.
