STATE OF THE UNION ADDRESS
The speech:
The White House is forging ahead with plans to hold President Donald Trump’s State of the Union address next week, either in Washington or at another location.
The request: House Speaker Nancy Pelosi, D-Calif., had requested that Trump delay his address at the Capitol. Pelosi cited “security concerns” and the government shutdown as reasons for the delay.
The response: The White House asked the House sergeantat-arms on Tuesday to schedule a walk-through before the event. White House spokesman Hogan Gidley said“there are many ways” Trump can deliver the speech. “Nancy Pelosi does not dictate to the president when he will or won’t have a conversation with the American people.”
The requirement: The Constitution states only that the president “shall from time to time give to the Congress Information of the State of the Union,”meaning the president can speak anywhere he chooses or give his update in writing.
The invitation: The House must pass a resolution to call a joint session with the Senate before the president can come speak. It’s unclear whether that will happen; Pelosi hasn’t yet weighed in on whether she will allow it. The back-up plan: Trump is preparing two versions of the speech — one that could be delivered in Washington and another for somewhere else. Officials have been considering alternative venues, including a campaign-style rally, the Oval Office or even the U.S.-Mexico border.
