More than 600,000 Ge­or­gia house­holds lack ac­cess to high-speed in­ter­net, lim­it­ing op­por­tu­ni­ties for busi­ness growth, ed­u­ca­tion and health care. State leg­is­la­tors are con­sid­er­ing a tax on stream­ing video, mu­sic down­loads and e-books to raise money to sub­si­dize in­ter­net con­struc­tion in un­con­nected parts of the state.
