2 Energy chief touts $3B plan to boost EV batteries: Continuing its push to dramatically boost sales of electric vehicles, the Biden administration on Monday announced $3.1 billion in funding to U.S. companies that make and recycle lithium-ion batteries. The investments from last year’s $1 trillion infrastructure law are separate from an executive order President Joe Biden issued this spring, invoking the Defense Production Act to boost production of lithium and other critical minerals used to power electric vehicles.

3 Beijing preps COVID-19 hospital spaces: Beijing is preparing new hospital facilities to deal with a possible spike in COVID-19 cases, even though the numbers of new cases remain low. State media reported Tuesday a 1,000-bed hospital at Xiaotangshan built for the 2003 SARS outbreak has been refurbished in case it’s needed.

4 Tulsa Race Massacre lawsuit: A judge ruled Monday that a lawsuit demanding reparations for survivors of the 1921 Tulsa Race Massacre and their descendants can move forward. The ruling comes more than 100 years after the massacre killed as many as 300 Black people, injured 800 and left more than 10,000 without homes in one of the worst incidents of racist terror violence in U.S. history.

5 CDC restates recommendation: U.S. health officials on Tuesday restated their recommendation that Americans wear masks on planes, trains and buses, despite a court ruling last month that struck down a national mask mandate on public transportation.
