Bevins outlines goals of new County Council term

The Avenue News - - EDITORIAL - -Councilwoman Cathy Bevins (D-6)

I am happy to present to you the Sixth District priorities for the next County Council Term. It has been my honor to represent the Sixth District and I am grateful and humbled for the trust you continue to place in me. Over the past eight years I have attended many community meetings, visited every part of the district, been in every school, and spoken to thousands of residents.

We have made a lot of progress over the last eight years but there are many challenges we must confront. The Sixth District is large and diverse with a variety of needs. The following priorities are, I believe the most pressing. This is by no means a comprehensive list, I will continue to seek your input moving forward during the new term as we work together to make the Sixth District a great place to live work, and play.

Police Athletic Leagues (PAL) Centers

To address the recent rise in juvenile crime I will be requesting that the new County Administration put the Baltimore County Police Department back in charge of Police Athletic League (PAL) Centers. PAL centers are currently operated by the Baltimore County Department of Recreation and Parks. I believe that putting the police back in charge of these centers will be more effective in serving the purpose of PAL Centers.

I will also be requesting establishing two new PAL centers in the Sixth District. McCormick Elementary School and Martin Boulevard Elementary School would be great locations that would serve the children of several different communities and neighborhoods. PAL Centers at these locations would not only benefit the Rosedale and Middle River communities but would also go a long way in addressing the troubling trend of juvenile crime by providing students with activities and a place to go after school.

The Middle River Roundtable

I have requested that the new administration continue the work of the Middle River Roundtable. The Middle River Roundtable was appointed by the previous administration and is comprised of a group of community leaders, county officials, and private developers to make recommendations on the impact of potential development and the infrastructure needs of the Middle River Redevelopment Growth Area as defined in the County’s 2020 Master Plan. This is an indispensable group that does good work and it should continue doing that work.

Revitalization of Belair and Harford Roads

Both Belair and Harford Roads present great opportunities for the Overela and Parkville areas. I will work to attract new businesses to those corridors and use available county resources to breathe new life in those communities. Reforms to Code Enforcement I am committed to working with the new administration to reform Code Enforcement in Baltimore County. Code Enforcement should be more proactive and transparent. We will investigate ways that Code Enforcement can be more responsive, efficient, and effective in addressing community and resident concerns.

Stormwater Management

The Sixth District is home to many rivers and streams and many miles of coastline. It is vital that Baltimore County protect these natural resources. It is time for the county to explore ways to ensure that developments comply with the most updated stormwater management regulations in a fair and responsible way.

As I indicated above, this is not at all a comprehensive list. Constituent service is still my top priority. I will continue to advocate for road resurfacing and infrastructure improvements around the district. I will continue to fight for funds to improve our schools and public services. I will work to bring new businesses and jobs and I will work towards a more transparent county government.

Of course none of these priorities can be accomplished without your help. I encourage you to send your thoughts and ideas and to contact my office any time at 410-887-3388 or coun[email protected]timorecountymd.gov.
