Bevins out­lines goals of new County Coun­cil term

I am happy to present to you the Sixth Dis­trict pri­or­i­ties for the next County Coun­cil Term. It has been my honor to rep­re­sent the Sixth Dis­trict and I am grate­ful and hum­bled for the trust you con­tinue to place in me. Over the past eight years I have at­tended many com­mu­nity meet­ings, vis­ited ev­ery part of the dis­trict, been in ev­ery school, and spo­ken to thou­sands of res­i­dents.

We have made a lot of progress over the last eight years but there are many chal­lenges we must con­front. The Sixth Dis­trict is large and di­verse with a va­ri­ety of needs. The fol­low­ing pri­or­i­ties are, I be­lieve the most press­ing. This is by no means a com­pre­hen­sive list, I will con­tinue to seek your in­put mov­ing for­ward dur­ing the new term as we work to­gether to make the Sixth Dis­trict a great place to live work, and play.

Po­lice Ath­letic Leagues (PAL) Cen­ters

To ad­dress the re­cent rise in ju­ve­nile crime I will be re­quest­ing that the new County Ad­min­is­tra­tion put the Bal­ti­more County Po­lice Depart­ment back in charge of Po­lice Ath­letic League (PAL) Cen­ters. PAL cen­ters are cur­rently op­er­ated by the Bal­ti­more County Depart­ment of Re­cre­ation and Parks. I be­lieve that putting the po­lice back in charge of these cen­ters will be more ef­fec­tive in serv­ing the pur­pose of PAL Cen­ters.

I will also be re­quest­ing es­tab­lish­ing two new PAL cen­ters in the Sixth Dis­trict. McCormick Ele­men­tary School and Martin Boule­vard Ele­men­tary School would be great lo­ca­tions that would serve the chil­dren of sev­eral dif­fer­ent com­mu­ni­ties and neigh­bor­hoods. PAL Cen­ters at these lo­ca­tions would not only ben­e­fit the Rosedale and Mid­dle River com­mu­ni­ties but would also go a long way in ad­dress­ing the trou­bling trend of ju­ve­nile crime by pro­vid­ing stu­dents with ac­tiv­i­ties and a place to go after school.

The Mid­dle River Roundtable

I have re­quested that the new ad­min­is­tra­tion con­tinue the work of the Mid­dle River Roundtable. The Mid­dle River Roundtable was ap­pointed by the pre­vi­ous ad­min­is­tra­tion and is com­prised of a group of com­mu­nity lead­ers, county of­fi­cials, and pri­vate de­vel­op­ers to make rec­om­men­da­tions on the im­pact of po­ten­tial de­vel­op­ment and the in­fras­truc­ture needs of the Mid­dle River Re­de­vel­op­ment Growth Area as de­fined in the County’s 2020 Mas­ter Plan. This is an in­dis­pens­able group that does good work and it should con­tinue do­ing that work.

Re­vi­tal­iza­tion of Be­lair and Har­ford Roads

Both Be­lair and Har­ford Roads present great op­por­tu­ni­ties for the Overela and Parkville ar­eas. I will work to at­tract new busi­nesses to those cor­ri­dors and use avail­able county re­sources to breathe new life in those com­mu­ni­ties. Re­forms to Code En­force­ment I am com­mit­ted to work­ing with the new ad­min­is­tra­tion to re­form Code En­force­ment in Bal­ti­more County. Code En­force­ment should be more proac­tive and trans­par­ent. We will in­ves­ti­gate ways that Code En­force­ment can be more re­spon­sive, ef­fi­cient, and ef­fec­tive in ad­dress­ing com­mu­nity and res­i­dent con­cerns.

Stormwa­ter Man­age­ment

The Sixth Dis­trict is home to many rivers and streams and many miles of coast­line. It is vi­tal that Bal­ti­more County pro­tect these nat­u­ral re­sources. It is time for the county to ex­plore ways to en­sure that de­vel­op­ments com­ply with the most up­dated stormwa­ter man­age­ment reg­u­la­tions in a fair and re­spon­si­ble way.

As I in­di­cated above, this is not at all a com­pre­hen­sive list. Con­stituent ser­vice is still my top pri­or­ity. I will con­tinue to ad­vo­cate for road resur­fac­ing and in­fras­truc­ture im­prove­ments around the dis­trict. I will con­tinue to fight for funds to im­prove our schools and pub­lic ser­vices. I will work to bring new busi­nesses and jobs and I will work towards a more trans­par­ent county gov­ern­ment.
