State As­sess­ments start next week for third through eighth-graders

• ELA and math as­sess­ments each will be given over two days and will be un­timed. Tests con­sist of mul­ti­ple choice and open-ended ques­tions. • Com­puter-based ELA tests start Mon­day and pa­per-based tests start Tues­day. Math tests start in May. • Test re­fusal rates, or opt-out rates, have gone down the past two years in the state. Last year, all 38 dis­tricts in Erie and Ni­a­gara coun­ties ex­pe­ri­enced a de­cline in the num­ber of stu­dents opt­ing out. • The av­er­age opt-out rate in Erie and Ni­a­gara coun­ties last year was 39 per­cent, com­pared to the to­tal opt-out rate in the state of 18 per­cent. • Schools that per­sis­tently fail to meet a 95 per­cent par­tic­i­pa­tion rate can­not be rec­og­nized as Re­ward or Blue Rib­bon schools and must pro­duce a plan to in­crease par­tic­i­pa­tion.
