Manager, police chief among city’s highest paid

The Annapolis police chief, city manager and fire chief were the three highest-paid city employees this fiscal year, according to data from the city human resource office.

Police Chief Edward Jackson is the highest-paid employee, earning a salary of $209,485. He is the only official earning more than $200,000. City Manager Michael Mallinoff is second at $194,786. Fire Chief Douglas Remaley earns $187,813. Data regarding city salaries was obtained through a Public Informatio­n Act request to the human resources department.

Jackson took over the 151-person police department in 2019, after a 22-year career in the Baltimore Police Department.

Over the last four years, Jackson has sought to improve relationsh­ips between police and communitie­s by holding his department accountabl­e. An internal audit in 2021 led to Annapolis police charging one of their officers with four counts of misconduct for failing to investigat­e rape and sexual abuse cases.

Mallinoff was hired as city manager in 2022 but has served in various roles in Annapolis government for four different mayors.

Before his first term as city manager, Mallinoff was the head of the city’s Department of Neighborho­od and Environmen­tal Programs from 2003 to 2010. He served as the first city manager from 2010 to 2014 during the administra­tion of Mayor Josh Cohen.

Mallinoff was fired in January 2014 by former Mayor Mike Pantelides, who took office after defeating Cohen. During his career, Mallinoff has served under two other mayors, Al Hopkins and Ellen Moyer. The city manager is responsibl­e for supervisin­g the preparatio­n of the city budget and advises the mayor and City Council on policy issues. The city manager also implements plans to provide municipal services, and to enhance the quality of life and the economic vitality of the city, according to the city’s website.

Remaley has served as chief of the Annapolis Fire Department since 2019. His employment with the department dates to 1986, when he was hired as a firefighte­r, according to his biography on the city website. Remaley started with the Eastport Volunteer Fire Company when he was 16 years old.

The city employs 754 employees, 560 of whom are full time. The average city salary is $89,147.43 and the median is slightly lower at $84,131. The most common salary is $67,193, paid to employees in non-officer positions in law enforcemen­t, Recreation and Parks and Public Works. The city also has 195 part-time employees, including school crossing guards, dock assistants and Recreation and Parks workers.

Maria Brown, the assistant to Planning Director Chris Jakubiak, was hired by the city in January 1979, making her the longest-tenured employee this fiscal year, the

data shows.

Mayor Gavin Buckley earns $98,000, a salary that is determined by the Annapolis City Code. All eight City Council members earn $18,459 annually.

Here are some of the city’s other top earners:

Deputy Chief Maj. Stanley Brandford, earns $190,993. Brandford was hired in 2021. Before his promotion to deputy chief, Jackson hired Brandford as a cold case investigat­or to look into Annapolis’ 17 unsolved homicides in 2019. Before coming to Annapolis, he was Baltimore City chief of homicide.

Seven of the city’s department heads make $184,940: Kevin Simmons, director of the office of Emergency Management; Joanna Dickinson, finance director; Jacqueline Guild, deputy city manager for Resilience & Sustainabi­lity; David Michael Lyles, city attorney; Burr Vogel, director of Public Works; Roslyn Johnson, director of Recreation and Parks; and Jakubiak, director of Planning and Zoning. Of the seven, Simmons has worked in the city the longest, since 2010.
