Driver in scooter crash took heroin, police say

McHugh told police that he had snorted heroin in the parking lot of a grocery store shortly before the crash. Afterward, police found him unconsciou­s in his car from a suspected overdose.

McHugh was driving his red 2016 Chevrolet Cruze south on East 9th Street near St. Clair Avenue about 10 p.m. when the crash happened, police reports said.

Summers was riding her scooter in the same direction on the street and was in the left-turn lane when McHugh slammed into the back of her scooter while “well in excess” of the 25 mph speed limit, police reports said. They said the impact sent the scooter flying in the air, and it ended up lodged under McHugh’s car and being dragged.

Police found Summers bleeding heavily from her head in the street. She was taken to MetroHealt­h, where she died.

McHugh kept driving after the crash, stopping a few blocks away, according to police reports. A man got out of the passenger seat and ran, the reports said. That person has not been identified.

A bystander told police he saw McHugh’s car continue rolling down the street. The bystander jumped into the car on the passenger side and shifted the car into park, according to police reports.

Officers found McHugh in the driver’s seat slumped over, unconsciou­s but breathing.

Cleveland EMS workers gave McHugh naloxone, and he woke up, vomited and was taken to St. Vincent Charity Hospital for treatment, according to police.
