Board sug­gests Hor­ton sus­pen­sion

The Ohio Supreme Court’s Board of Pro­fes­sional Con­duct has rec­om­mended that Franklin County Ap­peals Court Judge Ti­mothy S. Hor­ton be in­def­i­nitely sus­pended from the prac­tice of law for hav­ing sex with a for­mer sum­mer in­tern and for vul­gar ban­ter with a sec­re­tary who he im­prop­erly had per­form Hor­ton cam­paign work, all in 2013-2014 dur­ing his time as a county Com­mon Pleas Court judge.

The board, in a 42-page doc­u­ment filed Fri­day, amended the rec­om­men­da­tion of its three-mem­ber hear­ing panel, which af­ter three days of tes­ti­mony in July and two days in Septem­ber had pro­posed that the Ohio Supreme Court sus­pend Hor­ton for two years, with one year stayed pro­vided that Hor­ton met strin­gent con­di­tions.
