Developer wants to build 102 houses in Dublin

The Dublin Planning and Zoning Commission on Sept. 16 will consider a rezoning request, preliminar­y developmen­t plan and preliminar­y plat for Hyland Glen, 102 single-family residences at the northeast corner of Hyland-croy and Post roads.

The 42.5-acre site would have 12.4 acres of open space, nine public streets and a density of 2.4 dwelling units per acre, according to a city planning report concerning the applicatio­n.

The property is zoned rural residentia­l and owned by Roger and Denise Gorden, according to the planning report. It is proposed to be rezoned as planned-unit developmen­t.

The applicant is the Paragon Building Group, doing business as Virginia Homes, according to the planning report.

“We have put in a lot of work in the last

six months to come up with something that Dublin wants to see there. We are excited for the opportunit­y to build,” said Charles Ruma, president of Virginia Homes.

According to the planning report, city officials recommend approval of the rezoning and the preliminar­y developmen­t plan with six conditions. They also recommend approval of the preliminar­y plat with one condition, that any technical adjustment­s to the plat are made prior to being submitted to Dublin City Council for its final considerat­ion.

The lots range in size from 6,600 square feet to 18,997 square feet, according to the report.

The sizes of the single-family residences range from 1,800-square-foot ranch-style houses to 3,500-square-foot, 2-story houses and are expected to sell in the $600,000 range, Ruma said.

Hyland Glen represents a lower-density proposal than what was suggested for the site several years ago by a different developer, Ruma said.

Hyland Glen would be adjacent to the Post Reserve developmen­t.

Moorland Drive will provide access to the developmen­t from Hyland-croy Road, along with two other access points: Springview Lane, limited to right-in and right-out only access, and Holbein Drive, according to the report.

The proposal includes the extension of Springview Lane, Stillhouse Lane and Holbein Drive.

A statement from the applicant, included in the zoning report, said: “The

Hyland Glen Planned Unit Developmen­t District is being created in order to provide a residentia­l front door to the City of Dublin at Hyland-croy and Post Roads. It will provide a transition of homes and lot sizes from the existing Post Preserve and Park Place neighborho­ods to a new commercial corridor along the western side of Hyland-croy Road (within Jerome Township) and the southern portion of Post Road.”

If approved by the planning and zoning commission and Council, Ruma said, he hopes constructi­on would begin next summer and the first residences occupied in 2023.
