Platoons of orange-skinned, blue-suited mailmen will go on display in the city’s 23 branch Post Offices tomorrow to drum up business for the Postal Department’s latest effort to speed the mails. The cut-out characters are Mr. Z.I.P. and he is the symbol of the Zone Improvemen­t Program which goes into effect tomorrow. The system uses five-digit area code numbers in addressing letters.
