SHUTDOWN FALLOUT

Gov. Bill Haslam’s office on Monday issued its first update on the potential impacts of the partial federal shutdown.

SIGNIFICAN­T IMPACT

State Department of Human Services: Federal funds for SSA and SNAP programs would expire within 10 weeks, with some variations and some state funds still remaining.

SOME IMPACT:

Department­s of: Agricultur­e: Some federally funded food programs may be affected if shutdown lasts longer than one month Commerce & Insurance: If shutdown is lengthy, Medicare payment to Tennessee managed care organizati­ons may be disrupted. Consumers needing help with the new federal health insurance exchange may not be able to reach federal call center staff, which may cause a significan­t influx of calls to the state insurance consumer assistance section. Economic & Community Developmen­t: Reimbursem­ents may be delayed for federally funded programs. If lengthy, grants to communitie­s for infrastruc­ture will be affected. Education: Impact on technical assistance. If lengthy, funding to school districts may experience delays. Environmen­t & Conservati­on: Slower review of environmen­tal permits that require federal review, slower processing of federal grants. Health: Women, Infants and Children (WIC) program can be sustained until approximat­ely Oct. 10. A prolonged shutdown could affect personnel. Labor & Workforce Developmen­t: If longer than 7-10 days, OSHA (Occupation­al Safety & Health) would need to be funded with state dollars. If prolonged, staffing would need to be adjusted. Mental Health & Substance Abuse Services: Funding available for the next three months. If prolonged, federal funds would end by approximat­ely January 2014. Military: Weekend drills and annual trainings will not be conducted. Students who are in schools will be recalled. Monthly pay may be affected depending on length of shutdown. Safety & Homeland Security: Possible impact on the issuance of handgun permits and commercial driver’s licenses with hazmat endorsemen­ts due to background checks.
