- KATIE FRETLAND

A Shelby County man already charged in the killings of two neighbors has been indicted in the deaths of two people in Tipton County.

A grand jury indicted 46-year-old Michael Cullum on charges of first-degree murder, theft and arson in the deaths of 66-year-old Robert Bailey and his daughter, 41-year-old Tammie Bailey, according to the Tennessee Bureau of Investigation. The homicides occurred July 30 on Glen Springs Road in Drummonds, the TBI said in a news release. The father and daughter were found dead in their home, which someone had attempted to set on fire.

Cullum and another man, 36-year-old Jason Holland, have been charged. Holland was arrested in August.

Cullum was booked on $1 million bond Friday in Tipton County and released back to the Shelby County Jail where he is being held in connection with the deaths of Rhonda Bishop Dukes and Brenda Dukes. The bodies of the married couple were discovered June 6 at their home on Matthews Road, located near Millington in an unincorporated area.

The mother of Rhonda Dukes discovered them after she hadn't heard from her daughter in several days. Cullum lived across the street.

According to an affidavit, Cullum told a friend he shot the women and stole painkillers from their home.

Cullum has a lengthy arrest history, including nearly a dozen arrests in Shelby County. Charges against him have included burglary, theft, robbery, arson, forgery and aggravated assault. Authorities in Tipton County have also arrested him on charges of theft and evading arrest.
