TEEN CRITICALLY INJURED AFTER FALLING FROM BACK OF PICKUP

Lisbon — Police said a teenager was flown by LifeStar helicopter to the Connecticu­t Children’s Medical Center Sunday, after he fell from the back of a pickup truck and was then struck by the truck as it backed into a driveway. Police said he is in critical condition.

According to the police report, the truck was backing into a driveway on Phillips Road around 2:48 p.m. Sunday, while the 15-year-old boy was in the bed of the truck with the tailgate down. He fell from the back of the truck and was then struck by the vehicle backing into the driveway.

He was driven in the vehicle to Backus Hospital and then transporte­d by LifeStar helicopter to Connecticu­t Children’s Medical Center in Hartford.

Police said that 19-yearold Damian J. Nadeau of 99 Elm St., Willimanti­c, was driving the truck.

Stephen Keller of Norwich agreed to pay the fine for violating the state Code of Ethics in a consent agreement announced by the Office of State Ethics on Monday.

According to the agreement, Keller worked as an occupation­al therapist supervisor for the state Department of Mental Health and Addiction Services at the Southeaste­rn Mental Health Authority from 2012 through October 2016. During that time, he also did independen­t consultant work for a different state agency.

“Even though the outside services provided were to another state agency, these services were unrelated to his state position and state duties at DMHAS,” the Office of State Ethics press release said.

Keller used his state-issued computers and other stateowned equipment, including a fax machine, to conduct work related to this outside job, in violation of a state law prohibitin­g employees from “using state resources to obtain personal financial gain.” Md., was also charged with traveling unreasonab­ly fast and failure to drive right after the 11:52 p.m. incident.

That’s when an officer on patrol noticed a bright light from a transforme­r explosion. Police then received multiple 911 calls of a crash on Mechanic Street just south of Palmer Street.

Police said the officer arrived in the area of 100 Mechanic St. and found a pole snapped off at its base but no vehicle. The officer then found the vehicle after it had crashed into a metal gate pillar in the parking lot of the Cottrell Brewery.

Police said their investigat­ion revealed that Flores had been traveling at a high rate of speed south of Mechanic Street when he crossed into the northbound lane, left the road and struck the pole. He then continued on driving through a chain link fence and into the brewery parking lot where he struck the pillar. Police said there was no evidence that Flores tried to stop after crashing through the chain link fence.

Police said the downed utility pole caused multiple transforme­r explosions and live electrical wires burning on the ground. Mechanic Street was then closed from Route 1 to Prospect Street.

Police said Flores did not report any injuries and refused medical treatment. A passenger in his car was taken to the hospital for treatment of non life-threatenin­g injuries.

Police said Flores failed field sobriety tests and was held overnight on $20,000 bond. He was arraigned in New London Superior Court Monday.
