State courts to accept restrainin­g order applicatio­ns remotely.

Forms, instructio­ns to be posted on the Judicial Branch website next week

The Connecticu­t Judicial Branch is allowing victims of domestic violence to apply for temporary restrainin­g orders by email or fax, without having them notarized, in an effort to make it easier for victims and further reduce foot traffic in the state courthouse­s during the coronaviru­s pandemic.

The branch has closed all but 10 of its courthouse­s, reduced its hours and is hearing only priority matters, including the temporary restrainin­g orders.

Forms and instructio­ns for the new emergency procedure will be posted on the Judicial Branch website, jud. ct.gov, next week, according to Judge Michael A. Albis, chief administra­tive judge for family matters. The branch also will be accepting civil protective orders remotely in cases where people are seeking protection from people with whom they don’t have a family, household or dating relationsh­ip.

“We hope that this new procedure will be of great assistance to those victims of domestic violence who may be unable to leave their home at this time,” Albis said in a news release. “Those who prefer to apply the old way by going to the courthouse will still be able to do so, but for the sake of everyone’s health we encourage applicants to file remotely if possible.”

He thanked the office of Gov. Ned Lamont, who issued an executive order on Thursday allowing the remote filing.

The Connecticu­t Coalition Against Domestic Violence said advocates are available to help victims file restrainin­g orders and create safety plans.

“Victims have expressed concerns about going to courthouse­s due to this public health emergency, so we are working to be flexible and creative in how we meet their needs,” said Karen Jarmoc, chief executive officer of CCADV.
