Bridge on the River Thames

With the recent news of activity at the Norwich Hospital property, I am reminded of talks very early on of adding lanes to the Mohegan-Pequot bridge.

I ask, would it not make more sense to construct new bridge elsewhere, that would remove some of the local traffic to a different location? Maybe somewhere from the Waterford/ Montville town line to Gales Ferry on the other side? This would also benefit by providing a closer route to detour when the Gold Star Bridge is shut down.
