MAN SHOT DEAD MOMENTS AFTER POLICE ARRIVED

el cajon, calif.» Police in this San Diego suburb shot and killed a black man a minute after arriving to investigat­e a report of a mentally unstable person walking in and out of traffic, an official said Wednesday.

El Cajon Police Department spokesman Lt. Rob Ransweiler said two officers arrived at the scene at about 2:10 p.m. Tuesday. Ransweiler says the shooting happened at 2:11 p.m. Police have said the man refused to comply with instructio­ns to remove a hand from his pants pocket, paced back and forth then rapidly drew an object from the pocket, placed both hands together and extended them in a “shooting stance.” The officers simultaneo­usly fired a handgun and an electric stun gun.

Governor signs bill dumping rape reporting limit B

sacramento, calif.» The emotional stories of women who say they were sexually assaulted more than a decade ago by Bill Cosby prompted lawmakers to approve a bill to eliminate the state’s 10year limit on filing rape and related charges. On Wednesday, Gov. Jerry Brown announced he has approved the legislatio­n to revoke that limit. Beginning next year, the bill will end the statute of limitation­s in certain rape and child molestatio­n cases. It also will end the time limit on older cases in which the statute of limitation­s has not yet expired.

Johnson fails to name favorite foreign leader. Gary Johnson,

Libertaria­n nominee for president, had an hour on MSNBC with Chris Matthews, but it didn’t go as planned. Johnson whiffed his way through an easy foreign policy question.

“Who’s your favorite foreign leader?” Matthews asked.

“Who’s my favorite?” Johnson said.

“Anywhere in the continents,” Matthews said. “Any country. Name one foreign leader that you look up to.”

Bill Weld, Johnson’s running mate, chimed in: “I’m with Shimon Peres.”

“I’m talking about living, OK?” Matthews said. “You gotta do this. Any continent. Canada, Mexico? ... In the whole world! Anybody in the world.” “I know, I know,” Johnson said. “Pick any leader,” Matthews said.

“The former president of Mexico,” Johnson said. “Which one?”Matthews asked. “I’m having a brain freeze,” Johnson said.

Weld offered, “Fox? Zedillo? Calderon?”

“Fox,” said Johnson with a combinatio­n of jubilation and relief. “He was terrific.”

Police say Maine man drove 146 on I-95 B

pittsfield, maine» State Police say they have charged an 18-year-old Manchester man with driving a Dodge Neon at 146 mph on Interstate 95, more than twice the 70 mph speed limit. Police say Tyler Barrows was stopped Wednesday and was charged with criminal speeding, a misdemeano­r punishable by up to six months in jail and a fine of up to $1,000.

“NCIS” producer Glasberg dies in Los Angeles at 50 B

los angeles» The executive producer of TV’s “NCIS” and creator of “NCIS: New Orleans” has died. CBS says in a statement that Gary Glasberg died in his sleep Wednesday. He was 50. Glasberg joined “NCIS” as a producer and writer in 2009 and became its creative force in 2011. He launched the New Orleans version of the show in 2014.

“All My Children” creator Nixon dies at 93 B

los angeles» Agnes Nixon, the creative force behind the soap operas “One Life to Live” and “All My Children,” died Wednesday. She was 93.

Nixon died at a Haverford, Pa., physical rehabilita­tion facility close to her Rosemont home, said her son, Bob Nixon. She had checked in to gain strength for a planned book tour, he said.

Nixon had just finished writing her memoir, “My Life to Live,” on Sunday, a week before it was due to publisher Penguin Random House, her son said.
