R I V E RS I DE , C A LIF . man who suddenly grabbed a rifle and opened fire during a traffic stop just off a Southern California freeway had a long and violent criminal history that the police officer he killed most likely knew nothing about as he filled out paperwork alongside the road.

California Highway Patrol Officer Andre Moye Jr. was getting ready to impound Aaron Luther’s pickup truck when Luther, who was outside the vehicle and not restrained, reached inside, pulled out a rifle and started shooting on an overpass to the 215 Freeway in Riverside.

Moye, 34, was fatally wounded but called for help, and two responding officers were shot in the legs while frightened motorists ducked for cover from flying bullets. Luther was killed in the shootout.

Gabbard takes campaign break for Army training.

Congresswo­man Tulsi Gabbard of Hawaii is taking two weeks off from her 2020 Democratic presidenti­al campaign to participat­e in Army National Guard training.

Gabbard will return to the campaign trail on Aug. 25. She is a major in the Army National Guard who has served in the military for more than 16 years and deployed to Iraq in 2004 and Kuwait in 2008.

Judge bars Trump from taking energy panel’s advice.

» A judge barred MONT . the Trump administra­tion on Tuesday from acting on the recommenda­tions of an energy advisory panel that was created to make it easier to extract fossil fuels from public lands and waters.

U.S. District Judge Donald Molloy sided with a Montana-based conservati­on group that alleged the Royalty Policy Committee had been establishe­d in violation of public transparen­cy laws.

The committee was disbanded without explanatio­n in April when its two-year charter expired.

California counties sue over public benefit immigratio­n rule.

San Francisco and Santa Clara counties filed the first lawsuit challengin­g the Trump administra­tion’s new rules to deny green cards to migrants who use Medicaid, food stamps, housing vouchers or other forms of public assistance.

In a filing, the counties of Santa Clara and San Francisco argued that the rules will worsen the health and wellbeing of their residents, increase public health risks and financiall­y harm the counties.

Russian military orders village evacuation, then cancels it.

» The Russian military on Tuesday told residents of a village near a navy testing range to evacuate, but canceled the order hours later. It added to the uncertaint­y and confusion fueled by a missile explosion last week that led to a brief spike in radiation that frightened residents and raised new questions about the military’s weapons program.
