No budget, no confirmation vote

Re: “Stopgap funding bill passed by U. S. House,” Sept. 23 news story

Another fiscal year, another continuing resolution. Why can’t we have a completed budget by October 1? We need a new rule: Beginning in August, Congress can do nothing else — including approving SCOTUS judges — until we have a budget.
