Minster Council discusses ordinances

The village of Minster Council met on Tuesday evening to discuss first readings of one new resolution and three ordinances.

First on the agenda was Resolution 23-0301, a resolution declaring it necessary to improve certain streets within the village of Minster. Some of these improvemen­ts would include the installati­on of concrete sidewalks.

Next was Ordinance 23-03-01, an ordinance authorizin­g the execution of an annexation agreement by the village of Minster with Jackson Township, Auglaize County, Ohio. Specifical­ly around 15 acres would be annexed to the village, with the township having signed off on it already, and will go through if approved at its third reading.

After that was Ordinance 23-03-02, an ordinance amending Ordinance 12-03-01 to establish new rates for activities conducted at the village of Minster swimming pool. This will increase the prices of certain items, such as the family pass going from $80 to $100. Other changes will be less drastic, though price increases will still keep it on the low end. The council will discuss it further at later meetings.

Finally was Ordinance 23-03-03, an ordinance authorizin­g the mayor to negotiate and enter into a power purchase agreement, easements and taking other action regarding solar electric generation. It was determined to be an emergency ordinance due to being connected to certain projects and was passed on its first reading.

The council discussed briefly some old business regarding a motion to contract with the National Water Service to conduct tests involving the TDS Study. These tests will help get started on a process of adding another well to the village.

After old business the council moved onto new business which included a discussion to purchase a used double drum roller for the village, a motion to approve invoices over $3,000, a discussion requesting a hearing on the issuance of a liquor license for Family Dollar Stores of Ohio, a discussion to deposit $1,000,000, in to a United States Treasury Bill, and finally a discussion to approve the February 2023 income tax report from the city of St. Marys.

The administra­tors report dealt mainly with these items:

• Peterson Constructi­on continues to work at the water treatment facility on the sand filters. To date, they have completed work on two of

the three filters. Both of those filters have been tested and placed back on line. Work on the third and final filter has started.

• Crews from Landmark have been installing some of the piping that goes inside the water tower in preparatio­n of pouring the concrete structure at the top of the column that holds the steel bowl.

• Electric department crews have changed out a series of poles in the alley between the two hundred block of North Frankfort and North Hanover. Some of these poles were rotten and others were leaning, so crews set new poles, switched services over to them, and removed the old poles.

The meeting was adjourned shortly after all relevant topics were discussed and went into executive session.
