Vir­ginia Beach of­fi­cials honor 11 city em­ploy­ees and a con­trac­tor who were killed a day ear­lier when a fel­low city worker opened fire in­side a mu­nic­i­pal build­ing.

Mary­land Gov. Larry Ho­gan an­nounced Satur­day he will not be chal­leng­ing Pres­i­dent Don­ald Trump in the Repub­li­can pri­mary in 2020.

Ho­gan, the pop­u­lar GOP gov­er­nor in his sec­ond term gov­ern­ing a Demo­cratic-lean­ing state, said that in­stead of run­ning he would launch a non­profit ad­vo­cacy or­ga­ni­za­tion called “An Amer­ica United.”

“I will not be a can­di­date,” Ho­gan said. “In­stead, I am ded­i­cated to serv­ing my sec­ond-term as Mary­land Gov­er­nor and in my new role lead­ing Amer­ica’s gov­er­nors as the in­com­ing Chair­man of the Na­tional Gov­er­nors As­so­ci­a­tion.”
