Schuylkill Co. com­mis­sion­ers OK Hy­dro tax case set­tle­ment

POTTSVILLE — Schuylkill County has set­tled two of its largest tax assess­ment ap­peals, as the com­mis­sion­ers ap­proved Wed­nes­day an agree­ment with Hy­dro Ex­tru­sion USA LLC on the val­u­a­tion of its plant in Cres­sona and North Man­heim Twp.

The 53 Pottsville St. prop­erty, which of­fi­cially is di­vided into two parcels, one in Cres­sona and the other in North Man­heim Twp., is worth $9.5 mil­lion, ac­cord­ing to the terms of the agree­ment.

Hy­dro also agreed to waive its ob­jec­tions to the val­u­a­tions for the tax years 2015, 2016 and 2017, and will re­ceive a credit for the 2018 over­pay­ment of its taxes. That credit will be ap­plied to its 2019 taxes as op­posed to be­ing re­funded.

Also, the county, bor­ough, town­ship and Blue Moun­tain School Dis­trict will work with Hy­dro to es­tab­lish and agree upon the ac­tual square footage of the build­ings at the plant.

Sep­a­rate ap­peals with sep­a­rate case num­bers had been filed for each par­cel. The agree­ment cov­ers both cases.

“I would like to give (credit to) our assess­ment of­fice and our so­lic­i­tor’s of­fice” for the work lead­ing to the set­tle­ment, com­mis­sion­ers Chair­man Ge­orge F. Hal­co­v­age Jr. said.

In par­tic­u­lar, as­sis­tant county so­lic­i­tor Glenn T. Roth worked hard to ne­go­ti­ate a good set­tle­ment of the case, Hal­co­v­age said.

County, mu­nic­i­pal and school dis­trict of­fi­cials will use the new value to com­pute the com­pany’s real es­tate taxes.

Al­coa op­er­ated the plant from 1942 un­til 1977. Dur­ing the next 40 years, it had sev­eral own­ers be­fore the Nor­we­gian alu­minium firm Norsk Hy­dro, Oslo, bought it in 2017.

The com­pany un­veiled plans in Oc­to­ber to con­struct a new 96,000-square­foot build­ing that will house a 5,050-ton di­rect ex­tru­sion press, the 10th press at the site. State of­fi­cials said the new build­ing and press should en­able Hy­dro to add 60 jobs to the more than 1,100 al­ready at the plant.

As part of the set­tle­ment, the county will pro­vide Hy­dro with an es­ti­mate of the new con­struc­tion per square foot value it wants to es­tab­lish for the new con­struc­tion.
