Cuomo Blasts Mon­ser­rate’s ‘Shame­ful Record,’ Sup­ports City Coun­cil Pri­mary Op­po­nent

On Thurs­day, Au­gust 31, gov­er­nor An­drew Cuomo en­dorsed Fran­cisco Moya for the Queens Demo­crat’s City Coun­cil pri­mary, while crit­i­ciz­ing his op­po­nent dis­graced for­mer state Sen­a­tor Hi­ram Mon­ser­atte. Cuomo said, “Con­trasted with Hi­ram Mon­ser­rate's shame­ful record of do­mes­tic vi­o­lence and abus­ing the pub­lic trust, the choice could not be more clear. I'm proud to en­dorse Fran­cisco Moya for City Coun­cil in the 21st Dis­trict and I know he will con­tinue to be a true cham­pion of Demo­cratic values."

Out of all the pri­mary races this year for City Coun­cil, the one with Moya ver­sus Mon­ser­rate has been the most closely mon­i­tored. Ac­cord­ing to a re­port in the Daily News, “Mon­ser­rate, who pre­vi­ously served in the City Coun­cil and state Se­nate, in 2010 be­came the first state law­maker to be ex­pelled from the Leg­is­la­ture decades af­ter he was con­victed on mis­de­meanor charges tied to the slash­ing of his then girl­friend. Mon­ser­rate then served two years be­hind bars af­ter be­ing found guilty of mis­us­ing about $100,000 in city funds to help fund one of his Se­nate cam­paigns.”

Cuomo said, "Fran­cisco Moya is a proven leader for Cen­tral Queens, while his op­po­nent's ac­tions have dis­qual­i­fied him from pub­lic ser­vice.”

As Cuomo ex­pressed his sup­port for Moya, he ref­er­enced the many achieve­ments of the as­sem­bly­man, in­clud­ing the ex­pan­sion of ten­ant pro­tec­tions, his record on schools, re­forms to the crim­i­nal jus­tice sys­tem as well as in­creas­ing the min­i­mum wage.

Be­fore the pri­maries that are sched­uled for Septem­ber 12, four dif­fer­ent coun­cil can­di­dates have been en­dorsed by the gov­er­nor, all of which like Cuomo are from Queens.

Re­gard­ing the may­oral can­di­dates how­ever, Cuomo has been less vo­cal and has not re­vealed who he is en­dors­ing. Since Mayor Bill de Bla­sio took of­fice in 2014, he has had a rocky re­la­tion­ship with Gov­er­nor Cuomo that has brought them back and forth again and again be­tween be­ing friends and ri­vals.

Moya has been given the full sup­port of the Demo­cratic es­tab­lish­ment. Among his sup­port­ers are seven po­ten­tial can­di­dates for City Coun­cil speaker who have gone be­yond merely en­dors­ing Moya to say­ing that if Mon­ser­rate were elected they would not even ac­cept his sup­port in their speaker bids.
