Did Dana Milbank of The Washington Post write the perfect closing argument for all that our president may be charged with?

Citing Dr. Benjamin Spock and the litany of experts and decades of research since his seminal work, Mr. Milbank leaves the reader wondering: Does Trump have the capacity to be held legally responsible for his actions?
