Warrant: Oxford man charged in his brother’s death ‘left him there to bleed’

OXFORD — An local man was arrested Wednesday in connection with his brother’s death in June 2022, according to Connecticu­t State Police.

James Mosley, 72, was charged with intentiona­l cruelty to persons and tampering with physical evidence, state police said in a news release. Mosley is being held at Bridgeport Correction­al Center on a $25,000 bond. He was scheduled to appear in state Superior Court Thursday.

According to his arrest warrant, James Mosley told someone that when his brother, 68-year-old Kevin Mosley, fell on the floor, he “cleaned it up” and went to bed.

Troopers were called to a Pawnee Road home in Oxford on June 20, 2022 for a report of a man in cardiac arrest. In the home, an officer saw Kevin Mosley “lying on the floor with apparent facial/head trauma,” the warrant said. The officer said he saw a “pool of blood-like substance” on the floor next to the man’s body that was “partially dry” and “observed the deceased to be in full rigor mortis,” according to the warrant.

The officer also noted in the warrant that there was a large amount of blood-like substance on his left arm, but not on the floor.

According to the warrant, James Mosley was nearby and “stepped on the pooling of blood to kill a fly.” The officer then escorted James Mosley out of the residence.

Kevin Mosley was pronounced dead soon afterward at Griffin Hospital, the warrant said.

According to the warrant, the state Office of the Chief Medical Examiner said Kevin Mosley died of blunt force trauma to the head with a subdural hematoma. His manner of death was undetermin­ed.

In an interview with police that night, James Mosley said he saw his brother lying on the floor on the night of June 19, 2022. Throughout the day, he observed Kevin Mosley still on the floor and, just before midnight on June 20, 2022, saw blood near his brother’s face, prompting him to call 911, according to his warrant.

While looking through the house, police also noted that Kevin Mosley’s “Sunday AM” medication was missing, according to the warrant.

Emergency medical personnel told police that James Mosley “changed his verbal statement to them several times,” the warrant said.

“James told the EMS that his brother was sleeping on the floor like he normally does when went to bed,” the warrant said, and later said his brother was on the couch when he went to bed. James Mosley also told emergency medical personnel that he found his brother face down on the floor and then said he found him lying on his right side and turned him over for CPR, according to the warrant.

Emergency medical personnel told police that there was a white garbage bag in the kitchen when they arrived. However, while they were working on Kevin Mosley, James Mosley “quickly removed the bag” and took it outside, the warrant stated. The officer later noticed two white garbage bags in the back of Kevin Mosley’s car, a 2017 blue Chevrolet Malibu, parked in the driveway, the warrant said.

Detectives removed three bags from the vehicle. Some items in the bags had what appeared to be a blood-like substance on them, according to the warrant.

In another interview with police, James Mosley told police “he had cleaned blood up from the scene twice, before and after sleeping, and before calling 911,” the warrant said.

According to the warrant, James Mosley said he had called 911 on his cellphone, but deleted the call history. He also said he texted people, but deleted those conversati­ons that morning, the warrant stated. He told police he regularly deletes content from his phone.

Police further interviewe­d Mosley on Sept. 30, 2022. The officer asked Mosley if “he had further recollecti­on about what happened to his brother. James replied, ‘I have no idea what you’re talking about,’ ” according to the warrant.

The officer then asked Mosley if he had a brother, to which he said, “I had a brother and he passed away,” the warrant said.

“James continued to state he had no memory and at one point became agitated when he was asked about his recollecti­on about his brother Kevin Mosley’s death,” the warrant said.

In November, police spoke to a person who asked whether James Mosley was going to be charged, the warrant stated. “I think he should be, he left him there to bleed,” the person, whose name was redacted, told police, according to the warrant.

According to the warrant, the person told police they tried to contact James Mosley several times, but could not reach him until after his brother died.

When the person asked James Mosley what happened to his brother, he replied, “I don’t know, he fell and there was a lot of blood, I cleaned it up, and went to bed,” according to the warrant.
