Shelton grand list up 1%; Scinto still top taxpayer

Shelton — The city’s new building boom is still going strong, with the tax assessor’s office reporting a 1 percent jump in its grand list from 2022 to 2023.

The 2023 net grand list — the worth of its property — sits at $6,126,347,313 in total assessment­s, which is 70 percent of market value, an increase of $62,238,628 over 2022, according to Assessor William H. Gaffney III, who submitted the annual report to the mayor’s office this month.

The increase comes one year after the percentage increased 1.2 percent from 2021 to 2022. The last two years have seen modest growth after a 22.45 percent hike in 2021, or more than $1 billion over 2020, thanks in large part to property revaluatio­ns done that previous year.

“Shelton is extremely busy; building is tremendous,” said Gaffney, citing the continuing developmen­t of new homes and apartment buildings as well as renovation­s to existing structures. “Personal property assessment increased also.”

More than 85 percent of the grand list is comprised of real estate, which stands at $5.2 billion, a more than $26 million increase from the previous year. Personal property jumped $48.4 million to more than $426 million.

On the other hand, motor vehicle assessment­s were at $485,971,036, a decrease of more than $22 million from last year, which Gaffney said is a statewide problem.

“Shelton’s was about the average,” said Gaffney.

The assessor’s office also released the total assessment­s for the city’s top taxpayers for the 2023 grand list. Once again, developer Robert Scinto led the way, with total assessment­s of $258.9 million. Scinto was followed by Aquarion Water Co. at $54.4 million; United Illuminati­ng Co. at $46.3 million; Merion Shelton LLC at $44.1 million; and Bluestone Data Center UBS AG at $42.3 million.

The next five top taxpayers are Shelton Properties LLC, at $37.9 million, Yankee Gas Services Co. at $25.6 million, Brightview Shelton LLC at $22.3 million, 70-90 Ivy Brook Road at $20.5 million and 714 LLC, at $19 million.
