Not so rapid bridge replacement

Q: I own a business at Hamilton and St. Elmo streets in Allentown. Across the street, they are rebuilding the Hamilton Street Bridge. The project started early this year, and we were told it would be completed by November. There has been no progress for months. Can you find out and report on why this project is taking so long?
