HR 2471: Haiti Developmen­t, Accountabi­lity, and Institutio­nal Transparen­cy Initiative Act

Voting 249 for and 180 against, the House on Wednesday passed a bill that revises reporting and strategy requiremen­ts related to recovery and assistance efforts for Haiti. Specifical­ly, the bill repeals existing reporting and strategy requiremen­ts related to earthquake recovery and economic assistance for Haiti. Further, the bill directs the Department of State to undertake specific initiative­s that prioritize and assess the protection and preservati­on of human rights, the promotion of press and assembly freedoms and the protection of journalist­s, anticorrup­tion efforts, and a strategy of post-disaster and post-pandemic recovery and developmen­t efforts. The State Department must also submit a report concerning the July 7, 2021, assassinat­ion of former Haitian President Jovenel Moise.

Tohono O’odham Nation land, commonly known as Shadow Wolves, as ICE special agents upon completing certain required training. Officers assigned to a comparable unit, regardless of location, may also be reclassifi­ed as ICE special agents upon completing the training. The Department of Homeland Security and the Government Accountabi­lity Office shall separately study and report on the best processes for expanding the Shadow Wolves program.

S 658: National Cybersecur­ity Preparedne­ss Consortium Act of 2021

Voting 390 for and 33 against, the House on Monday This bill addresses issues involving accreditat­ion and law enforcemen­t training, research, and developmen­t at the Department of Homeland Security (DHS).

Specifical­ly, the bill requires DHS to report to the congressio­nal homeland security committees on the accreditat­ion status for each basic training program within DHS. If a basic training program loses accreditat­ion, the relevant DHS component shall notify the department within 30 days after such loss.

The Under Secretary for Science and Technology must carry out research and developmen­t of systems and technologi­es to enhance access to training offered by the Federal Law Enforcemen­t Training Centers to state, local, tribal, and territoria­l law enforcemen­t, with particular attention to rural or remote communitie­s, to enhance domestic preparedne­ss for and collective response to terrorism and other homeland security threats.
