Ismael Arcelay has joined Pena4 Inc. as director of business process management business development.
Arcelay has 20-plus years in various business and communication roles. He was special assistant to the mayor of Allentown since 2006. He served as the communications link to elected officials, business and community leaders, civic organizations and special interest groups on a wide variety of city-related issues. Arcelay is also an adjunct professor at Lehigh Carbon Community College, where he teaches various business-related courses. Previously, he held positions at Reeb Millwork Corp. as communications manager and was a creative technical director/ communications director at AT&T.
Arcelay has a bachelor’s degree in business management from Muhlenberg College and a master’s degree in business administration from Kutztown University, and he is pursuing a doctor of business administration from California Southern University.
Unity Bank has appointed Lance Colondo to the position of relationship manager and assistant vice president for its Bethlehem Branch at 2850 Easton Ave. Colondo, a resident of the Lehigh Valley for more than 30 years, is the mayor of Nazareth.
Colondo previously managed Unity’s Phillipsburg, New Jersey, branch and has held similar positions with several regional banks located in the Lehigh Valley. He has long been active with the Nazareth-Bath Area Chamber of Commerce, where he served as chairperson prior to his seeking the office of mayor. Colondo was appointed to a two-year term on the Nazareth Council in February 2014 and was elected to a second two-year term in 2016. He has served as the borough’s liaison to the Nazareth Area Council of Governments and to the Nazareth Economic Development Commission in addition to his former duties as Fire Committee chairman and Law chairman.
Melissa M. Barbosa
Melissa M. Barbosa has joined NEPA Management Associates as a manager, long-term and corporate rentals. Barbosa started with the company mid-June and is based out of the BHG Business Campus.
Prior to joining NEPA Management Associates, Barbosa was financial administrator at Michael Baxter & Associates for close to four years where she learned and became familiar with the real estate rental business.
Barbosa is experienced in real estate accounting including payables, receivables, management of client portfolios on a daily and monthly basis, and the handling of maintenance for the units.
Gerald Silberman, Kutztown University’s vice president for administration and finance and chief financial officer, announced his retirement from KU after 29 years, 11 as vice president. Silberman has accepted the position of vice president for finance and strategy at Elizabethtown College, effective Aug. 12. His last day on campus was Aug. 2.
Sharon Picus, who currently serves as KU’s assistant vice president of human resources, will step in as interim vice president for administration and finance, effective Aug. 3. Picus, who is a member of the president’s extended cabinet, has worked at KU for 34 years.
Silberman has worked at KU since 1990. He began by managing the financial services of the administration as the director of accounting, then served as the comptroller for eight years until becoming the assistant vice president of administration and finance in 1999. He was appointed vice president of administration and finance in
2008, after serving as interim vice president for nearly a year.
Picus began her tenure at KU in 1985 as a member of the support staff in the Office of Financial Aid. She was promoted to a management position in Human Resources in 1986, advancing to the chief human resources officer in 1998. Picus was promoted to assistant vice president of human resources in 2016, serving as second in command for the division of Administration and Finance. Picus earned her associate’s degree from Penn State and her bachelor’s and master’s degrees from KU.
