SWAT shot suspect at least twice

LORAIN — Billy Alexander, 41, of Lorain, was shot by officers multiple times with a . 223- caliber rifle in the chest and torso, Lorain County Coroner Dr. Stephen Evans said.

He was unsure if more than one officer fired multiple rounds, but Alexander was shot

at least twice.

Lorain County SWAT officers rushed to 704 Dewitt St. after a 911 call from a hysterical woman saying Alexander molested her 5-yar-old daughter and was threatenin­g to kill them.

The woman and Alexander can be heard struggling over the phone, “Quit, you can’t do this to me, give me the phone back,” the woman can be heard saying.

After several failed attempts, she eventually gets in contact with 911.

“My husband molested my daughter and has gun, he is threatenin­g to kill us and himself,” she said. “He is standing in front of me waving a loaded gun.”

A young child can be heard sitting on her mother’s lap pleading, “Please Daddy don’t shoot us.” Her mother is heard comforting her. “It’s OK baby, Mommy’s got you.”

Lorain County SWAT officers from surroundin­g agencies arrived about 1:45 a.m. after Alexander fired a round at officers and headed into the house with the woman and two children.

The 911 tape reveals the woman asking the dispatcher if she heard the gun shot fired by Alexander. A panic ensues shortly as cries are heard.

Police ordered the woman and two children to leave the house immediatel­y after SWAT officers break down the front door and pursue Alexander to the backyard.

It has not been revealed what happened prior to the shooting, but Alexander was reported dead at the scene at 3:30 a.m. by Evans.

According to the Lorain County Sheriff ’s website, Alexander was a register sex offender and served 15 years at the Lorain Correction­al Institute for raping an underage female. He was released in 2008.

Officers have yet to name the Lorain County SWAT member who shot and killed Alexander,

However, LaGrange officer Wayne Ramsey, SWAT member has been on paid administra­tive leave since “Friday night, Saturday morning,” LaGrange Mayor Kim Strauss said. Ramsey has been a part of the county SWAT team for 10 years, Strauss said.

When asked to confirm Ramsey as the officer who shot Alexander, Strauss replied, “You’ll have to talk to the Lorain Police Department.”

Lorain police are investigat­ing the shooting and should have more informatio­n later this week, Lt. Mark Carpentier­e said.
