Lorain’s Black River sediment generally is considered uncontaminated, so it could be available for a variety of uses, she said.

However, an exact future use was unclear because the Ohio Environmental Protection Agency still is creating rules about how the dredge material will be used.

The amount of material is substantial.

Estimates range from 80,000 cubic yards, Golden said, and up to 150,000 cubic yards of sediment scooped out of the river bottom, according to the state documents.

Based on an estimate of 10 to 14 cubic yards in a commercial dump truck, 80,000 cubic yards would equate to material filling 5,700 to 8,000 dump trucks.

The Black River generally is dredged every other year, so the new Lorain facility would not necessarily handle 80,000 cubic yards every summer, Golden said.

Preliminary calculations suggest the site could hold 30 or more years of dredge material from the navigation channel, according to the state documents.

The city has worked with a number of partners on the project.

Golden credited the efforts of the Ohio EPA, which has been critical in the development of the reclamation sites.

The Ohio Department of Natural Resources and U.S. Army Corps of Engineers also are involved developing the sites.

Project planning has started and is expected to last through October 2020.
