Man arraigned on felony charge

A 38-year-old Cleveland man faces a felony charge after being arraigned in Painesville Municipal Court on Dec. 6, court records show.

Mark A. Toubman, of 1348 W. 87th St., is being charged with failure to register and verify residence, a third-degree felony, following a Lake County Sheriff’s Office investigation.

If convicted of the charges, he could face up to five years in prison.

Toubman is being held on $30,000/10 percent cash or surety bond and has a preliminary hearing scheduled for Dec. 11, court documents state.
