Common Council to hold public hearings

Four public hearings are scheduled for Tuesday’s Common Council meeting.

The first will address a local law to amend the city’s charter to include a portion relating to assessment­s that requires the record of every deed and conveyance of land in the city to be kept by the assessor.

Related, the council will also vote on enacting a fee schedule for recording deeds. A $ 30 fee is proposed to be charged for filing recordings of deeds, along with a $ 5 fee for copies related to deed fillings.

Public hearings will also be held on the assessment roll for the 2012 sidewalk replacemen­t program, in which benefiting land owners are required to contribute 50 percent of the cost, as well as assessment rolls for the Hagan Circle, Fultz Drive and Gladwell Avenue storm water improvemen­t project, which require similar contributi­ons. Each project will have its own public hearing.

Following the establishm­ent of a local law last year that allows the city to convey land to the Madison County Industrial Developmen­t Agency for the purpose of economic developmen­t, the council will vote on turning over the parking lot off Cedar Street. The property - 0.47 acres with 58 parking spaces – has

been assessed at $ 41,000. If, within a year, the IDA fails to sell the property to a private entity to further economic growth and developmen­t, the property will be returned to the city.

In an effort to support the Oneida Improvemen­t Committee’s Rail Trail Project, the council will consider of- fering the city’s official endorsemen­t of the project. If approved by the council, the city will also file an applicatio­n with the New York State Department of Transporta­tion for a Strategic Transporta­tion Enhancemen­t Program grant to be used for the project.

In other business, the council will consider: A one- year preventati­ve maintenanc­e agreement with Power Generation & Industrial Engines of Bridgeport in the amount of $ 355 for a generator/ fire pump.

Authorizin­g the purchasing agent to sell two surplus vehicles on eBay – a 2005 Chevy Tahoe and a 2001 ford F350.

Waiving $ 15 of the $ 30 charge to Colonial Laundromat from the Water Department for failing to provide backflow test results by deadline.

The council is scheduled to meet Tuesday at 6: 30 p. m. at City Hall.
