Fisher, 25, of Rome, was charged with third-degree aggravated unlicensed operation of a motor vehicle, failure to notify DMV of an address change, unlicensed operation of a motor vehicle and using a portable electronic device while operating a motor vehicle. Wednesday, Aug. 7: Clifford J. Collins II, 33, of Oneida, was charged with two counts of endangerin­g the welfare of a child and criminal obstructio­n of breathing. Wednesday, Aug. 7: William D. Streator Jr., 20, of Oneida, was charged with third-degree criminal mischief. Wednesday, Aug. 7: Stephen G. Jardieu, 36, of Utica, was arrested on a bench warrant alleging he failed to appear on an original charge of fifth-degree criminal possession of stolen property. Wednesday, Aug. 7: Zachary T. Coonrod, 26, of Oneida, was arrested on a warrant charging him with fourth-degree grand larceny, third-degree forgery and first-degree falsifying business records. Wednesday, Aug. 7: Jeffrey S. Tharp, 48, of Oneida, was arrested on a warrant charging him with third-degree forgery, fourth-degree grand larceny and first-degree falsifying business records. Tuesday, Aug. 6: Jemel S. Williams, 40, of Oneida, was charged with first-degree criminal contempt, second-degree criminal contempt, endangerin­g the welfare of a child and second-degree harassment. Tuesday, Aug. 6: Donald J. Bloss, 61, of Oneida, was charged with third-degree aggravated unlicensed operation of a motor vehicle, failure to obey a police officer, operating an uninsured motor vehicle, operating an uninspecte­d motor vehicle and operating a motor vehicle with inadequate stop lamps. Tuesday, Aug. 6: Joseph S. Everspaugh Sr., 52, of Oneida, was charged with first-degree criminal possession of a forged instrument. Sunday, Aug. 4: Brandon M. Couth, 33, of Rome, was charged with second-degree aggravated unlicensed operation of a motor vehicle, operating a motor vehicle with suspended registrati­on, operating an uninsured motor vehicle and operating a motor vehicle without a license. Sunday, Aug. 4: Kathyrn M. Lesswing, 39, Oneida, was charged with two counts of third-degree criminal possession of a forged instrument and two counts of petty larceny.
